I am looking for training partners to conduct skill development
training programs for one of a Tata companies CSR ( pan Indai)

Brief below:

1. Terms of Reference: Tata aims to present the youth with the best in
class training programmes designed by bringing together the ‘domain
expertise from industry leaders’ and ‘personal transformation’
components created internally. Our mission is to train youth for
gainful employment and entrepreneurship and develop capacity for
community enterprise. To enable this mission, we are offering several
courses that not only cater to providing world class skills but are
based on a strong foundation of Tata core values. We strongly believe
that this is a recipe for excellence and growth. We differentiate
ourselves by basing our courses on very strong design principles that
foster inner transformation, grit, persistence, mindfulness, curiosity
and self-confidence.

. Scope of Work broadly summarized below:

1.       Primarily working on a skill development project in selected
areas of country

2.       Building infrastructure of a large center (with a size of
minimum 2500 sq. ft.) with a training capacity of 90 students at a
single point of time at its full capacity utilization. The center
should have infrastructure at par Tata standards

3.       Deploy manpower to run the centre and be responsible for all
daily operations

4.       Responsible for end to end activities from identifying target
groups (Youth of 18-35 from economically deprived society, women
community) mobilisation, enrolment to placement as per Tata  mandated
guidelines

5.       Will adhere to processes as defined by Tata  to run the centres

6.       Will deliver the content given by Tata or any SSC certified
content merged with Tata STRIVE Youth Development Module (depending
upon the agreement between both parties)

7.       Will be responsible for assessment and tracking student
progress even post placement

8.       Will maintain the digital platform provided by Tata

9.       Will provide regular updates and reports to Tata

10.   On successful completion of this pilot project, Tata leadership
will evaluate the performance of the partner to extend the partnership
Pan-India to run courses for different skill development projects.

Tata actively builds partnerships with Tata companies, non-profits,
non-Tata companies, government agencies, foundations, trusts and
banks. Tata works with credible NGOs, some of whom may already have a
working relationship with one or more Tata companies. This
relationship is then built upon, wherein Tata brings in knowledge,
technology and process expertise while leveraging the physical
infrastructure. Tata is looking for training partners to identify, set
up and run the end to end operations at one large skill training
institute. The infrastructure of the skill training institute will be
at par with the Tata standards. Tata will act as the knowledge partner
and provide the course content as well as the training necessary to
deliver a programme that is representative of a standard that the Tata
Group wishes other skilling initiatives to emulate. The identified
agencies will undergo further Due Diligence & qualified centers will
run full time courses and will be operational 6 days a week.

3. Course to be delivered by the Partner (all or select programmes):

*The Infra requirement is a suggestive one, within a center to be
named as Tata STRIVE Extension Centre. The staff at each center is
expected to be well qualified to deliver the subject matter, be self
-driven and motivated to conduct the sessions with full integrity and
authenticity at any given point in time to uphold the partnership and
will also reflect upon the partner in terms of the trainer selection.

4. Course fees and Target Group:

·         No fee will be charged to the youth enrolling into the courses.

·         The learners should be aware of the fact of the name of the
funding partner for their courses and the goal of improving their life
through generating employment opportunities.

·         The target age group is 18-35 years

·         The average classroom size is expected to be between 30-35 students.

5. Components of the Proposal - only when partner is shortlisted

The proposals invited for being a training partner should necessarily
consist of documents to verify the following two components:
a. Technical Proposal:

1.             Background of Agency- Presence in small cities and
pockets of ( India and profile of main agency

2.             Proposed Approach & Strategy for the target number from
one large center - Should include approach and timelines to identify
centers, infrastructure set up, mobilization strategy, tentative batch
plan including numbers expected to be trained by the end of FY 2017-18

3.             Address and SPOC for correspondence including: Phone/ Fax/ Email

4.             Geographies the organization currently operate in (with address)

5.             Trainer profiles for the centers in where applicable

6.             Courses : Presently Operated with specific to proposed
center/ Location

7.             Experience of skill training undertaken during the last
4 years (including year of completion, location, client name, project
value, no. of professional staff-months provided)

8.             CVs of core team members (project/programme managers)
and as well as ground staff, wherever applicable.

9.             Any professional references that they may like to
provide in support of their qualification

10.         Details of the data management and collection mechanisms

11.         Alumni engagement and feedback collection mechanisms (List
of 50 recent graduates along with contact details to be submitted)

12.         Status of the organization in terms of statutory and
regulatory compliance and workplace security measures including safety
of women and redressal mechanisms.

B. Financial proposal

a. Total budget (with GST, if applicable) on a per student basis

b. Breakup of the budget: This should show the Professional Fee,
out-of-pocket expenses (including the cost of fares, accommodation,
communication, transportation, etc.), overheads charged, etc.

c. Per student costs must be provided

that the Tata Group wishes other skilling initiatives to emulate. The

courses and will be operational 6 days a week.

8. Commercials

The scope of payments to Implementing partner  for the Tata STRIVE
courses delivered at the  Centre and for the College Enrichment
Programme / Institute Enrichment Program will be made by the company
on the basis as stated below –
Implementation Partner Model – Course to be offered at Implementation
partner center   (after Trainers trained under Tata TTT), Tata  will
pay on a grant basis depending on the costs mutually agreed by both
parties on a per student per hour basis inclusive of all taxes and
expenses unless agreed between both the parties in writing mutually
agreed by both parties.
