Swaniti Initiative works with the Parliamentarians in multiple ways for mapping the gaps of governance and find solutions to change lives. SPARC (Supporting Parliamentarians in Analysis and Research in the Constituency) is a one year program in which Swaniti Initiative places an associate with a Member of Parliament (MP) to execute on specific developmental projects that are pre- designed and will be monitored by Swaniti and through which SPARC associates are expected to create high impact. As an extension to the core Swaniti projects and ethos, the Associate will be expected to work on topics of Direct Benefit Transfer, minimising gender gaps, livelihood creation and strengthening social safety nets. The specifics of each project intervention and deliverables will be shared once Associates get selected and become part of Swaniti Team. Associates will be expected to aspire the achievement of the north star of the fellowship that is to ensure that the citizens experience strong service delivery and get empowered to increase their life chances. 

Eligiblity

  • Bachelor’s degree or Master’s degree from a prominent/recognised university in Engineering, Development Studies, Public Policy, Political Science, Law and other related fields.
  • Graduated with at least 60-65% marks or Post-graduate from any of the prominent universities, whichever is qualifying.
  • Below 35 years of age.
  • Minimum 2 years of work experience required.
  • Working proficiency in regional languages and excellent written and verbal communication capability in English.

Potential Responsiblities

  • Closely coordinating with the MP and her/his office for mapping the schemes.
  • Engaging with the district administration for implementation of schemes.
  • Undertaking primary and secondary research in the schemes that will be finalised.
  • Formulating concepts that may help system to be more efficient, transparent and cohesive.
  • Taking support from and reporting to Swaniti Initiative.
  • Other responsibilities as may be required and delegated by the reporting manager.

  • What is the tenure of a SPARC? Tenure of the program is one year
  • Who are the SPARC MPs? SPARC MPs are onboarded basis their interest in engaging with the program, and their willingness to work with young professionals in issue-based constituency development projects.
  • What shall be the stipend? The stipend shall be INR 40,000 per month, without tax deductions (applicable only for India).
  • Is the SPARC Program open to foreign nationals? Only Indian nationals, Persons of Indian Origin (PIO) and Overseas Citizens of India (OCI) are allowed to apply for the program.
  • Can I reapply if I was not selected last year? Yes, candidates who applied last year, and were not selected, are free to apply again.
  • What are SPARC’s priorities in terms of placing associates? There are multiple factors that we look at when matching associates with a given constituency, including language ability, professional skills, sector expertise etc.
  • Where will the SPARC be based? SPARCs will be expected to travel, with the majority of the time being spent in the constituency with their respective Parliamentarian.
  • May I choose the constituency I will be attached to? The constituency for the Associates would be chosen after mapping their skill sets to the requirements of the constituency and the MP.

  • Is there a review component built into the program? Yes, the SPARC associates will be reviewed on a quarterly basis, and appropriate hand-holding will be provided to the associates at every stage of the program.
  • Do SPARCs get any leave time? Yes. Associates are entitled to leaves as per the Swaniti Leave Policy.
